This study looks at how Primary Education textbooks in Punjab Pakistan help students become citizens. The study uses a research design to examine selected textbooks and see how they teach civic responsibilities, inclusiveness, and democratic engagement through language and content. The research is based on Paulo Freire’s Critical Pedagogy and Ingrid Piller’s Content Analysis framework to evaluate Punjab Curriculum and Textbook Board textbooks for Grades 5 and 6. The findings show that these textbooks promote awareness, moral values, inclusivity, gender equality and community engagement. However, some lessons still teach citizenship and highlight challenges like corruption, social inequality and lack of resources, which can reduce students’ active involvement in society. Overall the study suggests that textbooks can be tools for social change but improvements are needed to increase inclusivity, participatory learning activities, and critical thinking skills so students can become better prepared for active citizenship in Pakistan.
