Abstract

This article revisits the Nixon administration’s response to Pakistan’s 1971 crisis by asking not simply whether strategic interests displaced human rights, but how officials made those concerns appear separable. It develops the concept of strategic compartmentalization to describe a policy process in which constitutional breakdown and military repression were treated as Pakistan’s internal affairs, refugees and famine were assigned to humanitarian channels, and President Agha Muhammad Yahya Khan's survival remained tied to opening to China and the wider Cold War balance. Drawing on declassified U.S. records, presidential conversations, diplomatic memoirs, United Nations material, and recent regional scholarship, the article traces the policy from the March crackdown to the December war. Pakistan’s role as an intermediary with Beijing helps explain Washington’s early caution, but it cannot fully account for the persistence of the pro-Yahya position after Henry Kissinger reached China in July. Personal gratitude, secrecy, executive centralization, distrust of India, and the substitution of the allied regime for the allied state gave the policy its durability. The article’s central contribution is to show how genuine, life-saving relief could coexist with a strategy that insulated the political relationship at the heart of the crisis.
